The Problem
You are a tourist in Turkey when a major natural disaster such as an earthquake or a flash flood strikes. You are stranded, your accommodation is damaged, and you are unsure how to access emergency services, evacuation, or compensation for your losses.
How the Law Works in Turkey
Turkey's Disaster and Emergency Management Authority (AFAD) coordinates all national disaster response. Under the Turkish Disaster Interventions Law and international humanitarian obligations, foreign nationals present in Turkey during a declared disaster are entitled to the same emergency medical care, evacuation assistance, and shelter as Turkish citizens. Your tour operator or hotel also carries legal liability under consumer protection laws if negligence contributed to your exposure to preventable harm.
What the Tourist Should Do
Dial 112 for emergency services. Register yourself with the nearest AFAD coordination point or your country's embassy so that evacuation teams know you are present. Keep all receipts for emergency expenses (hotel, transport, medical care) as these may support an insurance claim or a legal compensation claim against your tour operator. Do not abandon your accommodation without first taking photos documenting any damage.
The Risks
Tourists who are unregistered with any authority during a disaster may be overlooked during evacuation sweeps. Without documentation of losses, insurance companies and tour operators can deny compensation claims. If your tour operator or airline cancels your return journey without rescheduling, they may be in breach of EU or Turkish consumer protection regulations, but only if you have a paper trail.
